Summary

Eurico Neves is the Chairperson and Founder of INOVA+ S.A. a leading firm in innovation studies in Europe, and a founding member and former President of the Board of the Startup Europe Regions Network (SERN), an association gathering regional authorities in Europe for the promotion of startup-friendly policies, created under the sponsorship of the European Commission and the Committee of Regions.

He directly created or participated in the creation of more than 10 new firms, in the services and information technologies field, since 1997. Before he has worked for the European Commission in Luxembourg at DG Enterprise between 1994 and 1997 and has participated in the team developing the European Green Paper on Innovation in 1995.

In July 2007, he was appointed by the European Commission for a term of 4 years as the representative from Portugal at the Business Chamber of the Enterprise Policy Group (EPG), an advisory board to the then Vice-President Antonio Tajani. In 2017 he was invited to become a member of the World Economic Forum's ‘Digital Leaders of Europe’ Community, that he joined in July of that year, having since contributed to the annual report “Innovate Europe - Competing for Global Innovation Leadership” presented in the Davos 2019 WEF forum.

He is the author of two books and more than 30 international publications in the area of innovation and sustainable urban development and a consultant to the URBACT and Urban Innovative Actions of the European Commission, and to the Mayors for Economic Growth (M4EG) programme of the United Nations Development Programme (UNDP). Eurico Neves is a regular speaker on the topics of Innovation, Growth policies, EU policies, Urban and sustainable development and Information Technologies. He has been an invited key speaker at over 60 conferences at national and international level, including TEDx and other major events organized by the European Commission, the Workshops on American Latin Cooperation with Europe (WALCUE), the Association of the Electricity Supply Industry of East Asia and the Western Pacific, the URBACT, AAL-Europe, INTERREG and INTERACT European programmes, national and regional authorities and governmental institutions in Europe, Africa, Latin America and Asia.

Eurico Neves has +20 years’ experience of contract management within the context of international projects, having personally and successfully managed over 50 large scale international projects and has been evaluator and reviewer for the European programmes H2020, Erasmus+, Eureka/Eurostars, AAL Europe and INTERREG since 1998 having participated in over 120 evaluation and review exercises as an evaluator, Vice-Chair or Chair. He has been Lead Expert in 3 URBACT Action Planning Networks: UNIC (2008-2011); INNOVA (2012) and IoTXchange (2019-2022) and Evaluator and Topic Coordinator in 3 calls for proposals of the Urban Innovative Actions European Initiative.
